What the New UK E-Liquid Tax Means for Vapers

VPD will be charged at a flat rate of £2.20 per 10ml of vaping liquid (that’s 22p per ml), regardless of nicotine content.

That “regardless” point matters because it means the duty applies across typical formats vapers buy day-to-day, including:

  • 10ml nicotine liquids
  • 10ml nic salts
  • Shortfills (nicotine-free liquid intended to be mixed with a nic shot)
  • Nicotine-free liquids that are intended to be vapourised

Officially, the duty is framed to apply to vaping liquids that contain nicotine and (more broadly) to liquids intended to be vapourised by a vape that aren’t tobacco or medical products.

When does it take effect?

The duty is scheduled to take effect from 1 October 2026. For businesses (manufacturers/importers/warehousekeepers), registrations open from 1 April 2026, giving the trade a lead-in period to set up the new processes.

Will there be a duty stamp?

Alongside the duty, the government has said it intends to introduce a Vaping Duty Stamp scheme from 1 October 2026, meaning products manufactured in or imported into the UK after that date will need to carry a stamp (with some exceptions like duty-suspense arrangements).

Why is the government introducing it?

The government’s stated objective is to reduce the affordability and appeal of vaping products, particularly for young people and non-smokers, while maintaining a financial incentive for adult smokers to switch away from cigarettes.

That’s the “why” in one sentence: price as a lever for public health behaviour, plus a simpler (flat-rate) structure that’s easier to administer than a nicotine-strength-based system.

How might it affect prices?

Because this is a per-ml duty, the price impact scales directly with bottle size.

Here’s what the duty looks like if it’s passed through to retail prices (note: this is just the duty, not the product price):

  • 10ml bottle: 10ml × £0.22 = £2.20 duty
  • 50ml shortfill: 50ml × £0.22 = £11.00 duty
  • 100ml shortfill: 100ml × £0.22 = £22.00 duty

And because duty typically sits inside the total price you pay, VAT can also apply on top of that in the overall shelf price. At 20% VAT, the duty element alone would equate to the following in terms of price impact when VAT is accounted for:

  • £2.20 → £2.64
  • £11.00 → £13.20
  • £22.00 → £26.40

Shortfills vs 10ml bottles: who gets hit harder?

Volume-based duty tends to feel heavier on larger bottles, simply because there’s more liquid in them. A 50ml shortfill has five times the liquid of a 10ml bottle — so it attracts five times the duty.

That doesn’t automatically mean “shortfills become pointless”, but it does mean the maths may change for some people, depending on how you vape and what you normally buy.

Will prices jump overnight?

Not necessarily. The duty applies from 1 October 2026, and pricing changes will depend on:

  • When stock was manufactured/imported
  • How suppliers and retailers phase stock through
  • Whether businesses absorb any costs (even temporarily) or pass them on

The sensible expectation is a gradual adjustment in the run-up and around the start date, rather than one identical price rise everywhere on day one.

What it means for regular vapers

Here are the real-world things to keep in mind without the panic:

1) Budget planning gets easier if you think “ml per week”
